Aquia Nava II LLC Announces Support of $21 Million VA “Digital Experience - Identity Services” Contract
The SDVOSB joint venture will make it easier and more secure for veterans to access VA services online while protecting their personal information and preventing fraud
VIRGINIA BEACH, Va., March 13, 2025 -- Aquia Inc., a cloud and cybersecurity digital services firm, today announced its support of the Department of Veterans Affairs (VA) “Digital Experience - Identity Services” contract. Aquia Nava II LLC — a joint venture between Aquia Inc. and Nava Public Benefit Corporation — will serve as a subcontractor to Oddball and Wilcore Technologies (OddCore) to support the 3-year, $21 million contract.
Together, the teams will work with VA's Office of the Chief Technology Officer (OCTO) to:
Modernize how Veterans prove their identity when accessing VA.gov — enhancing the sign-in experience
Ensure secure authentication of users
Simplify credentialing processes
Maintain security compliance
The effort requires multidisciplinary expertise to manage identity services, improve user access, mitigate fraud, and drive innovation.
“Our team at Aquia Nava II is driven by a deep passion for serving those who've served our nation, ensuring Veterans can access benefits securely and efficiently,” said David Maskeroni, co-founder and chief revenue officer at Aquia. “We bring deep expertise in both multi-factor and FIDO2 authentication, having implemented programs and pilots across VA and the Centers for Medicare and Medicaid Services. We're particularly proud to continue our partnership with the Oddcore team — building on the foundation of success we've established together through our collaborative work on VA's CEDAR.”
In addition to the aforementioned past performance, Aquia Nava II brings in-depth knowledge of emerging technologies like passkeys and AI-driven verification, making the JV well-positioned to support VA's critical mission of connecting Veterans with their earned benefits through secure, seamless digital experiences.
This marks the first award for Aquia Nava II LLC under the VA’s Secure, Performant, Reliable, and User-Centered Experiences (SPRUCE) IT modernization vehicle.
